The Bay Restoration Fund (BRF), administered by the Maryland Department of the Environment (MDE) and the Maryland Water Infrastructure Financing Administration (MWIFA), encompasses complementary programs to reduce nutrient pollution flowing into the Chesapeake Bay. The Wastewater Program provides dedicated grant funding for capital improvement projects at publicly owned wastewater treatment plants (WWTPs) and related infrastructure, including Enhanced Nutrient Removal (ENR) upgrades to achieve effluent quality of 3 mg/L total nitrogen and 0.3 mg/L total phosphorus at major and minor WWTPs.
