The Affordable Housing Trust Fund (AHTF) is a permanent, dedicated fund that supports the creation and preservation of affordable rental and for-sale housing for very-low and low-income households in Baltimore City. Established by a City Charter Amendment approved by voters in November 2016, the fund provides grants to developers, housing service providers, nonprofits, and for-profit organizations committed to affordable housing development. All revenue must serve households at or below 50% of the Area Median Income (AMI) as established by HUD, with at least half of all funds directed to households at or below 30% AMI.
