The Maryland Department of Aging (MDOA) awards state funds to community-based organizations to provide programming, service coordination, and community support in Naturally Occurring Retirement Communities (NORCs) — neighborhoods or housing developments where a large share of residents have aged in place. The program addresses declining health, isolation, financial hardship, and language barriers among low-income older adults. NORC encompasses three complementary project types: Elder Abuse Prevention, Holocaust Survivors Program, and Traditional NORC (aging-in-place services). In FY26, MDOA awarded $1.3 million in state funds to 7 organizations, with individual awards ranging from $75,000 to $325,000.
