The Community Services Block Grant (CSBG) program supports a range of direct services designed to help low-income individuals and families achieve self-sufficiency. Through a statewide network of seventeen Community Action Agencies (CAAs) in Maryland, the program funds activities and services that address the causes and conditions of poverty. Congress appropriates funds annually, and the Maryland Department of Housing and Community Development (DHCD) administers the program at the state level.
