The Maryland Voluntary Cleanup Program (VCP) provides state oversight for the voluntary cleanup and redevelopment of properties contaminated with hazardous substances or oil (brownfields). The program streamlines the cleanup process while ensuring compliance with environmental regulations, giving participants certainty about environmental requirements and helping them predict costs and timelines. Eligible purchasers can substantially limit their liability for past contamination before buying a property.
