The Drinking Water Revolving Loan Fund (DWRLF) provides low-interest revolving loans, grants, and loan principal forgiveness to eligible public and private community water systems and local governments to finance drinking water system upgrades and capital improvement projects. Projects must provide safe drinking water and protect the quality of Maryland's drinking water supply, achieving or maintaining compliance with the Federal Safe Drinking Water Act. The federal Safe Drinking Water Act requires that all community water systems demonstrate technical, managerial, and financial capacity to maintain their system before receiving a loan.
