About this opportunity

DHCD's MEEHA programs promote energy efficiency, greenhouse gas reductions, and clean energy use in affordable multifamily rental housing. Through one application and funding process, eligible properties can access funds for energy efficiency improvements, greenhouse gas reduction measures, electrification upgrades, solar photovoltaic (PV) systems, and electric vehicle (EV) chargers. The suite includes four sub-programs: (1) MEEHA EmPOWER Program — grants or loans (0% interest, deferred payments) totaling $134.9 million for calendar years 2024–2026 to reduce electric or gas consumption (gas-reducing measures limited to BGE or WGL utility territories); (2) Greenhouse Gas Reduction Program (GHGRP) — grants only ($8.75 million in FY2024, $5 million each in FY2025 and FY2026) to replace fos…
