A federal formula grant program that provides supplementary education services to children and youth in state-run juvenile institutions and adult correctional facilities, helping them continue their education and transition successfully to school or employment after release. Funds flow from the federal government to state education agencies (SEAs), which then make subgrants to state agencies responsible for educating neglected or delinquent youth (Subpart 1). A separate component (Subpart 2) requires each SEA to reserve funds from its Title I, Part A allocation to support dropout prevention programs for at-risk youth in locally operated correctional facilities.
