Maryland EXCELS is a voluntary statewide Quality Rating and Improvement System (QRIS) for licensed child care and early education programs in Maryland, including early childhood programs, public pre-kindergarten programs, school-age child care programs, and family child care homes. Using nationally recognized standards and best practices, programs are evaluated against standards that exceed state licensing requirements and earn a quality rating from 1 to 5 based on standards in developmentally appropriate practice, professional development, and family engagement. Providers upload evidence of meeting Maryland EXCELS Standards into an online system and receive ratings for each standard area and an overall rating.
