Since 1989, Montgomery County's Department of Housing and Community Affairs (DHCA) has administered the Housing Initiative Fund (HIF) to promote a broad range of affordable housing opportunities for Montgomery County residents. The program provides flexible loan financing to for-profit and nonprofit affordable housing developers and government entities to acquire, construct, and rehabilitate multifamily rental housing, as well as to buy and rehabilitate existing rental units at risk of removal from the affordable housing supply, and to assist in the development of housing or mixed-use developments that include affordable units.
