The Pay-For-Performance (P4P) program awards Maryland Medicaid nursing facilities that perform highly on certain quality indicators. Each year, one percent of the program's nursing facility budget is distributed as awards. Facilities with the highest scores receive 85 percent of the total award pool, while facilities that showed improvement from the prior year receive the remaining 15 percent. Performance is measured across staffing levels, staff stability, MDS quality indicators, family satisfaction survey results, and staff immunization rates.
