CCEIS is a federally required program under IDEA (Individuals with Disabilities Education Act) that requires local education agencies (LEAs) identified by Maryland as having significant racial or ethnic disproportionality in special education identification, placement, or disciplinary actions to reserve 15% of their IDEA Part B Section 611 and Section 619 funds. These funds must be used to implement a comprehensive system of proactive and responsive actions addressing the root causes of overidentification of children with disabilities by race or ethnicity.
