Howard County's Department of Public Works (DPW) Stormwater Management Division offers grants to help property owners and businesses located in high-risk flood zones reduce flood risk. Howard County matches 50 percent of flood-proofing costs, up to a maximum match of $6,000 for property owners and $3,000 for businesses. Eligible improvements include upgrades to primary buildings, structural stream crossings, and debris removal from stream channels adjacent to the property. The program was originally launched in 2019 as part of the EC Safe and Sound flood mitigation plan and was relaunched and expanded in 2024. A community outreach meeting was held in March 2024 to help applicants understand the application process, eligibility requirements, and grant performance timeframe.
