The City of Hagerstown uses Community Development Block Grant (CDBG) entitlement funds to provide reimbursable grants of $2,500 to $5,000 to small, for-profit businesses (microenterprises with five or fewer employees, including the owner) whose owners meet HUD low-to-moderate income limits. The program aims to expand employment opportunities for low-to-moderate income residents, support job creation and retention, business stabilization and expansion, and revitalization of vacant commercial spaces. Businesses must be located within the corporate boundaries of the City of Hagerstown, or conduct at least two-thirds of their business activity within City boundaries.
