Annual operating grants from the Maryland State Arts Council (MSAC) support activities, programs, and projects run by management entities of designated Arts & Entertainment (A&E) Districts throughout Maryland. The program aims to develop, promote, and support diverse artistic and cultural centers that preserve sense of place, provide unique experiences, and attract tourism. Appointed management entities for designated A&E Districts may apply for MSAC operating support funds to support district priorities. Applicants submit either an 'On-Year' application (every fifth fiscal year post-designation, requiring updated goals, plans, and budget) or an 'Off-Year' application (all other years, requiring a shorter budget and updates overview).
