The Maryland Department of Health's Office of Harm Reduction (OHR) / Office of Overdose Prevention & Education (OPE), within the Behavioral Health Administration, provides grants to local organizations to implement harm reduction programs and ensure statewide access to harm reduction resources, including naloxone. The ACCESS program — Advancing Cross-Cutting Engagement and Service Strategies for People Who Use Drugs — currently funds 50 organizations (28 nonprofits and 22 Local Health Departments/Local Behavioral Health Authorities) to conduct activities aimed at reducing substance-related illness and death among people who use drugs by optimizing services and access to harm reduction resources. Applications for new funding are currently closed.
