The City of Hagerstown offers grants to revitalize vacant first-floor commercial storefronts in the Downtown City-Center Mixed-Use (CC-MU) Zoning District, which is part of the City's Sustainable Communities Area and designated Main Street District. The program helps bring commercial spaces up to current code standards, reduce blight, preserve structures, and generate employment opportunities. Funds are disbursed only after all renovation work is completed, verified by staff to meet code requirements, all required site inspections are approved, and final receipts are submitted. Approved applicants receive a Letter of Commitment from the City that may be used to assist in project financing.
