This grant program supports law enforcement agencies in procuring, upgrading, and implementing secure communications equipment that complies with Advanced Encryption Standard (AES-256). It helps agencies close encryption gaps in their portable and mobile radio fleets, improve officer safety, and maintain interoperability with local, state, regional, and federal public safety partners. The program was established during the 2026 Maryland legislative session as an enhancement to the existing State Aid for Police Protection (SAPP) Program.
