Howard County provides student loan repayment assistance to eligible full-time teachers employed by Howard County Public School System (HCPSS). Established through state enabling legislation and County Council Bill 14-2023, the program uses county funds to help teachers repay their undergraduate, graduate, or professional degree student loans. The County Executive and HCPSS govern the program through a Memorandum of Understanding (MOU) that defines eligibility parameters, application periods, award periods, methods of distribution, review processes, and required documentation. Total program funding is $1.5 million over five years, with $300,000 allocated each fiscal year, running for five annual cycles.
