The Biological Nutrient Removal (BNR) Program provides capital grant funds and low-interest loans to publicly owned wastewater treatment plants (WWTPs) to retrofit or upgrade facilities with biological nitrification/denitrification technology. The goal is to achieve an annual average effluent concentration of 8 mg/l total nitrogen. Capital grants are provided on a 50/50 cost-share basis for eligible BNR upgrade costs; small low-income communities may receive up to 75% grant funding. Eligible costs include engineering and pilot studies, design, and construction. Upgrades are generally undertaken alongside Enhanced Nutrient Removal upgrades using Bay Restoration Fund grant funding.
