Established in 2013 by the Maryland General Assembly (Senate Bill 820), the Maryland Department of Agriculture (MDA) administers a competitive Spay and Neuter Grants Program that funds local governments and non-profit animal welfare organizations to provide free spay and neuter services for pets owned by low-income Marylanders and for free-roaming, unowned community cats in Maryland. The program aims to reduce intake and euthanasia rates in Maryland animal shelters. Two grant tracks are available each year: a Pet Focused Grant for dogs and cats owned by low-income Marylanders, and a Feral Cat Focused Grant for unowned, free-roaming community cats (including feral cats).
