About this opportunity
Howard County distributes cannabis sales tax revenue (35% of adult-use cannabis tax revenue received from the state) to community-based organizations to address harms caused by the historical enforcement of drug laws, which disproportionately impacted Black and Brown residents. The fund supports low-income residents and communities in designated zip codes (21044 and 21045). By state law, funds cannot support law enforcement or replace existing funding — they must create new programs or expand existing ones. Howard County is currently developing a community-informed distribution plan before grants are distributed.
