The Casino Local Impact Fund (CLIF) Program distributes a portion of Maryland casino gaming revenues to benefit communities in the South Baltimore Gateway District surrounding the Horseshoe Casino. The Baltimore City Department of Planning administers the program, which funds infrastructure improvements, facilities, public safety, sanitation, economic and community development (including housing), and other public services and investments. Funding decisions are guided by the nine goals of the South Baltimore Gateway Master Plan and made in consultation with the Local Development Council, City agencies, and community partners.
