TEFAP is a federal-state partnership created under the Emergency Assistance Act of 1983 that provides USDA-purchased foods and federal administrative funds to eligible agencies including soup kitchens, food pantries, and shelters. The Maryland Department of Human Services (DHS) administers TEFAP in Maryland by contracting with the Maryland Food Bank and the Capital Area Food Bank to receive, store, and distribute USDA foods (such as canned fruits and vegetables, juice, dried egg mix, meat/poultry/fish, dried beans, pasta, milk, rice/grits/cereal, and soups) across all 24 Maryland jurisdictions to low-income individuals and families. The program also provides technical assistance and information to eligible agencies.
