Each year, HUD (the U.S. Department of Housing and Urban Development) competitively awards homeless services funding to local jurisdictions through the Continuum of Care Program. The program promotes community-wide commitment to ending homelessness by funding nonprofit providers and state and local governments. In Baltimore City, the local competition selects renewal and new homeless services projects aligned with HUD's funding priorities. Funds support three main project types: permanent housing, supportive services only, and Homeless Management Information Systems (HMIS). More than 75% of CoC funding in Baltimore City goes to Permanent Supportive Housing programs, which combine long-term housing subsidies with supportive services for people who are chronically homeless.
