About this opportunity

The Partners in Economic Progress (PEP) Program offers incentives to building owners who renovate commercial, residential, and mixed-use properties within the PEP Zone in Hagerstown's City Center, and assists with attracting businesses to those renovated buildings. Property owners who complete the required minimum investment can receive a combination of financial and regulatory benefits, including annual property tax grants, utility benefits, parking discounts, fee waivers, expedited review, code flexibility, and Historic Tax Credit consultation. Businesses that lease space in PEP-eligible buildings can receive rent assistance for the first years of operation.
