EMHAP helps Baltimore City residents whose homes are facing foreclosure or eviction due to economic hardship. The program provides grants paid directly to the payee (mortgage servicer, landlord, insurer, tax authority, or utility) to cover past-due mortgage payments, rent, homeowner's insurance, property taxes, and water bills. Payments can be applied toward arrearages for the most recent three-month period. The City designated $2,000,000 total for the program, estimated to support 100–300 households. The program ends once all funds are committed.
