The Homelessness Solutions Program (HSP) helps communities across Maryland prevent and end homelessness by providing technical support and funding to lead agencies for Continuums of Care (CoCs) and Local Homeless Coalitions (LHCs). These organizations coordinate homelessness services and connect people to housing programs, shelters, and other services. DHCD provides federal and state funding to local CoCs, consolidating funds previously managed through the Emergency Solutions Grant, Rental Allowance Program, Emergency and Transitional Housing and Services, Homeless Women's Crisis Shelter Homes, Service-Linked Housing, and the Housing Navigator and Aftercare Program.
