Baltimore City Department of Housing and Community Development (DHCD) offers multiple homeownership incentive programs under the B-HIP umbrella to help first-time and eligible homebuyers purchase homes in Baltimore City. The First-Time Homebuyers Incentive Program (FTHIP) provides down payment support (up to 50% of required down payment as a forgivable loan), GAP funding to reduce the mortgage balance (difference between 30% of annual household income and annual PITI), and an interest rate buydown of up to 2.5% for households at or below 80% of the area median income. An additional $5,000 bonus is available in certain circumstances (e.g., buyers with a disability or a household member with a disability, or buyers purchasing a property they have rented and occupied for at least 6 months)…
