The Indoor Plumbing Program (IPP) is a loan program administered through the Maryland Department of Housing and Community Development (DHCD) that provides financial assistance to eligible homeowners and rental property owners to install or repair indoor plumbing in residential properties. Eligible properties include single-family owner-occupied homes and rental properties with one to twenty units. In Frederick County, the program is locally administered by Frederick County Housing.
