The EmPOWER Maryland Low Income Energy Efficiency Program (LIEEP), administered by the Maryland Department of Housing and Community Development (DHCD), provides free energy efficiency improvements and weatherization services to eligible low-income and limited-income households at no cost. Eligible homeowners, renters, and mobile home owners receive a home energy audit and contractor services, with upgrades that may include attic, floor, and wall insulation; air sealing; hot water system improvements; lighting retrofits; furnace cleaning and repairs; refrigerator retrofits; and health and safety items.
