About this opportunity
Baltimore City's first-of-its-kind non-contiguous Tax Increment Financing (TIF) district, established by City Council in December 2024 (City Council Bill 24-0595 signed into law on December 3, 2024), uses TIF bond proceeds to support affordable housing development across nearly 4,000 properties in designated Baltimore neighborhoods. Unlike traditional TIFs focused on specific neighborhoods, this non-contiguous TIF targets 3,991 vacant properties citywide identified through DHCD's whole-block planning efforts in historically disinvested East and West Baltimore neighborhoods including Broadway East, Harlem Park, Druid Heights, Park Heights, Upton, East Baltimore Midway, and Coldstream Homestead Montebello.
